Winona was first named Montezuma and was platted on June 19, 1852. The name was changed to Winona at the request of Henry D. Huff, who in 1853 bought an interest in the townsite and platted an addition. It became the seat of Winona County when it was established on February 23, 1854. The city issued a variety of scrip in 1862 and 1863, under the direction of Mayor A. F. Hodgens and Recorder Charles Schroth.
