West Saint Paul was originally incorporated as a city in Dakota County on March 22, 1858. It returned to township government in 1862, but was annexed to Ramsey County in 1874, and became a ward of the City of Saint Paul. The city emitted two issues while it was part of Dakota County. The first was prepared by an unidentified printer in 1858, and the second was printed as a poor imitation of the first, by the Minnesotian Press office in Saint Paul, in 1861.
