The County Commissioners of Dakota and Washington Counties sought funding for a road to be built from Saint Paul to Cannon Falls via Hastings. They issued scrip in the handwritten denominations of $1, $3 and $5 to pay contractors in 1858. The scrip was brought to the attention of the state authorities, and it was struck down as unlawful.
